I. Basic Information on the Construction Project

Project Name: Zhejiang Derunbao New Materials Co., Ltd. Annual Production of 3 10,000-Ton Intelligent Chemical Plant Project for Specialty Lubricant Products

Construction Entity: Zhejiang Derunbao New Materials Co., Ltd.

Project Type: New Construction

Construction Site: Meixi Block, Anji Sub‑zone of the Huzhou Inter‑Provincial Demonstration Zone for Industrial Transfer (Lingang Chemical Industrial Park)

Project scale: annual output of 3 Production capacity for ten thousand tons of specialized mid-to-high-end lubricant products (including… 5000 Tonnes of lubricant specially formulated for industrial robots.

Main project scope: Addition of industrial land. 45.42 mu, newly constructed production, office, and residential buildings 23352 square meters, including the area of the underground space 1621 square meters; newly added reaction vessels, blending tanks, DCS Industrial control systems, WMS Advanced domestic and international equipment, such as intelligent warehousing systems 300 units; achieving an annual output of 3 Production capacity for ten thousand tons of specialized mid-to-high-end lubricant products (including… 5000 Tonnes of lubricant specially formulated for industrial robots.

 

II. Distribution of Major Environmentally Sensitive Targets within the Scope of the Environmental Impact Assessment

The environmental protection targets covered in this assessment primarily include residential areas surrounding the project, such as Meixi Village, Jiazi Village, Zhangwan Village, Jingwan Village, Banqiao Village, Longkou Village, and Longxiang Community under Meixi Town in Anji County, as well as Quanqiao Village and other administrative villages under Changxing County. Within the assessment area, ambient air quality is classified as Class II. The main surface water body near the project is the Xitiao Creek, which is… III Water bodies; the groundwater protection level near the project shall be determined by reference to… III Class; the soil at the proposed project site is classified as Category II construction land, and there are no soil environmental protection targets within the assessment area; the proposed project site is located in an industrial zone, which falls under 3 Classified as a noise‑sensitive functional zone, and there are no noise‑related environmental protection targets within the project’s assessment area.

 

III. Overview of the Potential Environmental Impacts of the Project

( 1 ) Waste gases: The atmospheric pollutants generated by this project mainly include dust and total non-methane hydrocarbons produced during the manufacturing process, and… MDI Exhaust gases include those from the rotary adsorption–catalytic oxidation treatment unit, such as sulfur dioxide and nitrogen oxides; non-methane total hydrocarbons and odorous emissions generated during temporary storage in the hazardous waste warehouse and at the wastewater treatment station; non-methane total hydrocarbon emissions from quality‑inspection and laboratory testing; particulate matter, sulfur dioxide, and nitrogen oxide emissions from natural gas combustion; non-methane total hydrocarbon emissions from tank venting; and cooking fume emissions from the canteen. Under normal operating conditions, after treatment, these exhaust gases can be discharged in compliance with emission standards. According to the atmospheric environmental impact assessment, the implementation of this project will not alter the regional ambient air quality classification.

( 2 ) Wastewater: The wastewater generated by this project primarily includes process wastewater, exhaust‑gas scrubber wastewater, discharge from the recirculating cooling system, steam condensate, wastewater from the quality‑inspection laboratory, floor‑cleaning wastewater, initial rainwater, and domestic wastewater. After treatment at the plant’s on‑site wastewater treatment facility, the effluent is discharged into the municipal sewer system and, under normal operating conditions, is not expected to adversely affect the surrounding surface water environment.

( 3 ) Noise: Mechanical noise generated by various production equipment in this project, as well as noise from auxiliary facilities such as machinery and pumps; after implementing all vibration‑damping and noise‑reduction measures, the noise levels at the plant boundary will be able to meet 3 Requirements for acoustic environment functional zones.

( 4 ) Solid Waste: The solid waste generated by this project primarily includes homogenization filter sludge, filtration residues, spent base oils, laboratory waste liquids, used heat-transfer oils, spent zeolites, spent catalysts, sludge, waste packaging materials contaminated with hazardous chemicals, uncontaminated waste packaging materials, oil‑contaminated rags and gloves, and municipal solid waste. Hazardous wastes are entrusted to licensed disposal facilities, while general solid wastes are sold for comprehensive recycling. Municipal solid waste is collected and transported by the sanitation authorities. This approach ensures the resource recovery, reduction, and harmless treatment of solid waste, thereby minimizing any adverse impacts on the surrounding environment.

( 5 ) Groundwater and Soil: By implementing comprehensive seepage‑prevention measures within the plant site and strengthening monitoring of groundwater contamination, soil and groundwater pollution can be effectively controlled, with no adverse impacts on either.

 

IV. Key Measures and Strategies for Preventing or Mitigating Adverse Environmental Impacts

Waste gas: The process exhaust gases from this project are treated by a two-stage biological spray system. + The treated effluent from the rotary adsorption–catalytic oxidation system is discharged into the atmosphere at height; exhaust gases from the wastewater treatment station and the hazardous waste storage facility are treated by hydrogen peroxide spray scrubbing. + The alkaline spray treatment unit discharges treated effluent to the atmosphere at height; laboratory and quality‑control exhaust gases are adsorbed by an activated carbon treatment system before being released into the atmosphere at height; and the gas‑fired thermal oil furnace, equipped with a low‑NOx burner, discharges its treated flue gases to the atmosphere at height.

Wastewater: A new wastewater treatment plant has been constructed on the premises, employing the Fenton process. + In the biochemical treatment process, the project’s process wastewater, as well as spray‑wash wastewater from utility systems, steam condensate, quality‑inspection laboratory wastewater, floor‑cleaning wastewater, initial‑rainwater runoff, and domestic wastewater, are treated at the wastewater treatment station and then discharged into the park’s municipal sewer network for further treatment by Anji Jinshan Wastewater Treatment Co., Ltd.

Groundwater and Soil: Engineering measures such as zoned seepage control and stringent management can prevent pollution incidents. Under normal operating conditions, leakage incidents are unlikely to occur within the plant site, thereby avoiding contamination of groundwater and soil.

Noise: All major equipment is located within the production workshop; low-noise equipment is used, sound‑proof enclosures are installed on high‑noise machinery, and enhanced vibration isolation and damping measures are implemented during equipment installation.


Solid waste: Hazardous waste generated by this project will be entrusted to a qualified disposal entity; general industrial solid waste will be sold for comprehensive utilization; and municipal solid waste will be collected and transported by the sanitation department.

Environmental Risks: Establish an emergency spill containment pond and an accident wastewater interception and collection system, and develop comprehensive environmental risk contingency plans.

By implementing the aforementioned environmental protection measures and environmental risk mitigation measures, the environmental impacts of this project during its operational phase are deemed acceptable, and the regional environmental quality classification remains unchanged.

 

V. Key Points of the Environmental Impact Assessment Conclusions Set Forth in the Environmental Impact Report

Annual production of Zhejiang Derunbao New Materials Co., Ltd. 3 The proposed site for the 10,000‑ton‑per‑year intelligent manufacturing plant for specialty lubricants is located in the Lingang Chemical Industrial Park, Meixi Town, Anji County, Huzhou City, Zhejiang Province. The project complies with the dynamic update requirements of the ecological and environmental zoning management plan, as well as with the national functional zoning, overall land‑use planning, urban–rural planning, and relevant national and local industrial policies. It also meets the applicable park‑level planning and the associated environmental impact assessment requirements. Following the implementation of all pollution prevention and control measures, pollutant emissions will comply with regulatory standards, consistent with the principle of total‑quantity control. The environmental impacts arising from the project’s emissions remain within the environmental quality limits set by the designated environmental functional zones, rendering the regional environmental impact acceptable. Provided that the enterprise fully implements the pollution‑control measures recommended in this EIA, strictly adheres to the “three simultaneous” environmental protection system, strengthens environmental management, and ensures stable compliance with emission standards, the project is environmentally feasible.
